Peking, March 16, 1909.

The French Chargé d'Affaires, with whom I have discussed at length the question of the German withdrawal (mentioned in your telegram No. 45), has as yet received no instructions from his Government on the subject.

We consider that it would be a great mistake for us to make the first move in the matter. The Germans will, we suppose, communicate with us upon the receipt of their instructions, and inform us in what way we can be of assistance to them. Until they do this, it is not easy for us to decide upon what course to pursue. There should be no lack of excuses for a withdrawal, should such be really their intention.

On the other hand, M. Cordes is, as far as we can ascertain, still negotiating with the Chinese, and is even drafting the final agreement, though I cannot vouch for the truth of this. At all events, the French. Legation are firmly of the opinion that the Germans have no wish whatever to withdraw their offer for the loan.
